  • a number in which the decimal point is at the right of the most significant non-zero- digit and
  • an exponential number with an integer exponent and base 10.

Because 100 is equal to 1, any decimal or whole number can be represented by the product of that number with 100.

This representation can be converted to scientific notation by moving the decimal point to the left or right. Moving the decimal point n places to the left causes an increase in the exponent of 10 by n. Similarly, moving the decimal point n places to the right causes a decrease in the exponent of 10 by n.
