The value of the hundreds digit determines the direction of rounding. If the hundreds digit is less than 5 (0, 1, 2, 3, or 4), the number is rounded down; if it is 5 or greater (5, 6, 7, 8, or 9), the number is rounded up.
In rounding down, all digits to the right of the thousands digit are set to zero.
In rounding up, additionally, 1000 is added to that number.
