The number in the tenths digit determines the direction of rounding. If this digit is less than 5 (0, 1, 2, 3, or 4), the number is rounded down; if it is 5 or greater (5, 6, 7, 8, or 9), the number is rounded up.
If the number is rounded down, the result is equal to the whole part of the original number.
If the number is rounding up, the result is equal to 1 more than the whole part of the original number.
